Why this matters for mechanical & controls contractors

Massachusetts publishes its school capital pipeline earlier and more completely than any other state: from the day the MSBA board invites a district into feasibility, a project is publicly named, dated, and budgeted — typically 12–30 months before sub-bids open. That is the window in which design teams are selected, basis-of-design decisions get made, and design-assist relationships form. By the time a project appears in a plan room, those doors have mostly closed.

And under MGL c.149, HVAC, plumbing, electrical, and roofing are filed sub-bid trades on public building work — mechanical and controls subs bid these projects directly, not only through a GC.
